The MIRA guidance is part of the IASC Transformative Agenda (TA) Protocols. The TA recognizes the critical role of needs assessment (NA) as a basis for overall and cluster stategy development; agreed that NA should be well coordinsted, rapid and repeated/reviewed as necessary to reflect the changing dynamics, drivers and needs in each country and agreed that the results of NA should inform the overall strategic planning and prioritization process.
NA represents one step in the Humanitarian Programme Cycle (HPC) and supports the response analysis conducted for strategic response planning.
