The Cluster Coordination Reference Module is about the basics of cluster coordination. It has been compiled as a reference guide for practitioners to facilitate the work through which humanitarian outcomes can be improved. It outlines key concepts and draws attention to existing guidance. Topics include how clusters are activated and deactivated, management of and participation in clusters, co-leadership of clusters, inter-cluster coordination and issues surrounding sub-national clusters, and performance monitoring of cluster coordination.
